
Heathrow Reimagined: A Better Hub for Britain responds to potential Heathrow expansion delays
A spokesperson for the Heathrow Reimagined campaign, said:
"Recent reporting that Heathrow Airport Limited (HAL) has indicated expansion plans could be delayed by up to four years only reinforces the urgent need for fundamental reform of Heathrow’s regulatory framework.
The Civil Aviation Authority has already set out a compelling case for change. The poor outcomes seen at Heathrow today reflect structural weaknesses rather than isolated failings. Despite consistently underperforming on service quality, Heathrow remains the most expensive hub airport in the world.
Continuing with the current approach risks locking further capital inefficiency into a programme that is already unusually costly and complex, leading to further delays and even higher costs for consumers and businesses. Without reform, HAL's market power will continue to reinforce incentives that drive unnecessary cost escalation, with passengers and businesses ultimately footing the bill. Reform must also be supported by a robust HENPS that enables competitive delivery of airport infrastructure and embeds affordability as a core principle from the outset.
We support Heathrow expansion, but the CAA must ensure the regulatory framework protects consumers, promotes competition and keeps costs under control. Any delay to expansion must not become an excuse to delay the urgent reforms needed to introduce competition, improve efficiency and deliver significantly better outcomes for Heathrow’s users today, and in the future."
