  • New research commissioned by Heathrow Reimagined finds 50% of MPs surveyed in November-December 2025 do not believe that the UK’s only hub airport, Heathrow, provides good value to passengers
  • Analysis shows the majority (84%) of MPs do not believe expansion should proceed under the current regulatory framework
  • Last month, Heathrow Reimagined submitted its response to the Civil Aviation Authority’s (CAA) working paper on regulatory models, calling for more competition in shaping how Heathrow is run and developed
  • This research has been published one year since the launch of the landmark campaign, which was founded as a response to years of rising costs and declining passenger experience

The Heathrow Reimagined campaign has today published new research, undertaken by Savanta, following a survey of more than 100 MPs, including 64 Labour MPs, highlighting concerns regarding the performance of the UK’s only hub airport.

The Heathrow Reimagined campaign’s submission to the Civil Aviation Authority (CAA) highlighted the need for increased competition as a way to improve efficiency, and this sentiment was shared by 58% of MPs who agreed that introducing more competition benefits consumers. The CAA is expected to confirm a shortlist of alternative regulatory models this spring.

A spokesperson for Heathrow Reimagined said:

“Twelve months ago, we launched our campaign as a direct response to Heathrow being the world’s most expensive airport and becoming less competitive on the global stage. The only way Heathrow can, and must, do better, is through significant regulatory reform to protect consumer interests.

“This research demonstrates that MPs from across the political spectrum share our outlook on the need for radical change in the way in which Heathrow operates, including the need for regulatory change to improve capital efficiency and crucially, deliver a better customer experience at the airport.

“The time for fundamental reform, is now.”

Notable findings from the survey include:

  1. 84% of MPs do not believe expansion should proceed under the current regulatory framework
  2. 58% of MPs agree that introducing more competition into monopolistic sectors, such as Heathrow Airports Limited (HAL), generally benefits consumers through lower prices and/or better service
  3. 50% of MPs do not believe passengers get good value from Heathrow airport
